Moshi Godfrey J.

Public Procurement Regulatory Authority (PPRA)

Godfrey J. Moshi is a senior procurement and supply chain management professional with over 15 years of experience across both the public and private sectors in Tanzania. His expertise is anchored in regulatory compliance, procurement audits, and healthcare supply chain systems, with a strong track record of strengthening governance, improving efficiency, and ensuring accountability within complex institutional environments.

Currently, he serves at the Public Procurement Regulatory Authority (PPRA), where he focuses on strengthening procurement frameworks across public institutions. His role involves conducting compliance and investigative audits, identifying control gaps, mitigating procurement risks, and enhancing transparency and value-for-money outcomes.

Previously, he worked at Benjamin Mkapa Hospital, where he managed end-to-end procurement operations within a resource-constrained healthcare setting. He optimized procurement cycles, strengthened supplier performance management, and ensured the continuous availability of critical medical supplies—demonstrating effective demand planning and strategic sourcing under operational pressure.

His earlier experience in the private and institutional sectors, including roles at Mzinga Corporation and St John’s University of Tanzania, further developed his expertise in procurement planning, contract management, supplier negotiations, and stakeholder advisory. These roles provided him with a balanced perspective on both compliance-driven public procurement and efficiency-oriented private sector practices.

He holds a Master of Business Administration (MBA) in Corporate Management and an Advanced Diploma in Procurement and Supplies Management. He is also a Certified Procurement and Supplies Professional (CPSP). Currently, he is pursuing the International Master in Public Procurement Management (IMPPM) at the University of Rome Tor Vergata, where he is strengthening his capabilities in line with international standards—particularly in strategic sourcing, value-for-money frameworks, transparency, risk management, and sustainable procurement—enabling him to contribute more effectively to procurement transformation initiatives and global best practices.
