Ms. Gillian Johns is a senior legal and governance professional with over two decades of expertise spanning the Jamaican public and private sectors. In her current role at the Statistical Institute of Jamaica (STATIN), she serves as Legal Officer and Corporate Secretary while concurrently chairing the Procurement Committee. This dual capacity allows her to champion a "governance-first" approach, ensuring that institutional spend is not only compliant but serves as a strategic driver for organizational integrity.

Gillian’s successful candidacy for the International Master in Public Procurement Management (IMPPM) programme is rooted in a unique combination of her legal expertise and a "value-added" procurement philosophy. Notably, she spearheaded the modernization of STATIN’s procurement practices by developing the Institute’s first strategic outline for its Procurement Committee, and its first Evaluation Committee guidelines, amongst other critical initiatives, thereby successfully transitioning the function from a compliance-based task to a strategic asset. Notably, she initiated internal reviews to enhance the procurement value chain, close operational gaps and strengthen financial controls. Her leadership in developing the Institute's Board Charter, Code of Ethics, and Protected Disclosures policy underscores her commitment to fostering anti-corruption frameworks, a critical pillar of international procurement standards.

By integrating her background in the administration of justice, national land management, and project lead for major reforms, with advanced procurement strategy, she offers a scalable model for modernizing public governance across the Caribbean.

An Attorney-at-Law holding an LLB (Hons) and a Legal Education Certificate, Gillian also holds an Advanced Competence in Public Procurement (ACPP) and a Commonwealth Executive Master’s in Public Administration (CEMPA). She is focused on leveraging international best practices in social procurement and institutional reform to drive ethical, high-impact governance across Jamaica and the wider Caribbean.
