Colonel Moatassem Mahmoud El-Hajj Sleiman is a senior officer in the Lebanese Armed Forces, currently serving as Head of the Administrative Department at the Quartermaster Directorate (G4). Promoted to the rank of Colonel in July 2023, he brings over twenty-five years of extensive experience in military administration, financial management, logistics, and public procurement.

Since joining the Lebanese Armed Forces in 1999, Colonel El Haj Sleiman has held a series of progressively responsible positions across operational, logistical, and administrative units. His career includes key leadership roles in logistics battalions, infantry brigades, and specialized regiments, where he demonstrated strong command capabilities and sound financial oversight. He has also served as Head of the Financial Department at the Information Technology Directorate and as Head of Accounting and Security Officer within the Military Housing Unit.

In his current capacity, Colonel El Haj Sleiman oversees and audits major procurement activities, particularly those related to nutrition supply chains, while ensuring rigorous control of military expenditures, including utilities and operational costs. He plays a central role in strengthening administrative systems and contributes actively to the training and professional development of personnel within the Armed Forces.

Colonel El Haj Sleiman is currently pursuing a Master’s degree in Accounting at Beirut Arab University. His research focuses on factors influencing user satisfaction in accounting information systems within Lebanese small and medium-sized enterprises, reflecting his commitment to advancing institutional efficiency through academic and practical integration.

He has completed numerous specialized training programs both nationally and internationally, including courses in defense acquisition management, contract monitoring and enforcement, logistics management, anti-corruption, and public procurement. He holds the certifications of Certified Anti-Corruption Manager (CACM) and Certified Public Procurement Expert.

In recognition of his distinguished service, Colonel El Haj Sleiman has been awarded the Military Valour Medal, the Counter Terrorism Medal, and the National Order of the Cedar.
