Fayad Rachad
Rachad Fayad is a procurement specialist with extensive experience in public procurement and defense sector acquisitions. Currently serving as the Chief of Procurement Bureau at the Lebanese Ministry of National Defense, he plays a key role in Lebanon’s procurement reform efforts, ensuring compliance with the country’s new public procurement law.
With over 20 years of experience in procurement, contract management, and military operations, Rachad has collaborated with international and governmental organizations to modernize procurement practices. He has contributed to the development of standard bidding documents in partnership with The Institut de Finances Basil Fuleihan and has trained personnel on best practices in needs assessment, contract execution, and audit processes.
Rachad holds a Master of Business Administration in Financial Economics from the Lebanese International University and a Master of Military Studies from Marine Corps University. Additionally, he earned a Bachelor’s Degree in Military Science from the Lebanese Military Academy and a Teaching Diploma in Sciences & Statistics from Lebanese University. His career includes leadership roles in logistics, outsourcing, and acquisitions within the Lebanese Armed Forces.
A Certified Anti-Corruption Manager, Rachad is committed to promoting transparency and efficiency in public procurement. He is fluent in Arabic and English, with an intermediate level of Spanish.
