Martin Marlon

Drawing from his extensive experience in procurement, Mr. Martin demonstrates a strong commitment to achieving operational excellence and possesses the ability to initiate innovative transformations. He has more than 17 years of experience in the public, private, and NGO sectors, consistently achieved positive results in intricate operational environments by offering strategic guidance, leadership, and procurement expertise.

His extensive understanding of procurement operations is a result of his active involvement in the regional modernization of the procurement framework and his role as Adjunct lecturer in Strategic Sourcing at the University of West Indies, Jamaica. Mr. Martin holds a Bachelor of Science degree in Operations Management from the University of the West Indies, as well as an Executive Master of Business Administration degree from the University of the Commonwealth Caribbean (UCC).

As an IDB Procurement Consultant, he contributed significantly to the Digital Transformation of the Bahamas healthcare system and technical support to the Ministry of Health.  Additionally, he is currently supporting the Government of Guyana, Ministry of Human Services and Social Security for the deployment of Beneficiary Registry and Document Management System his aptitude for delivering procurement leadership that is both technical and intellectual in nature.

Mr. Martin served in varying capacities including being a member of the CARICOM/GOJ consultation team on the Integrated Infrastructure and Instrument for Government Procurement in the CARICOM Single Market and Economy; a member of the Ministry of Finance Electronic Procurement Team to implement the electronic procurement system in Jamaica; and a member of the prestigious Chartered Institute of Purchasing and Supply (CIPS). 

During his tenure with the Caribbean Disaster Emergency Management Agency (CDEMA), he supported the following funded projects: Caribbean Development Bank (CDB), The European Union (EDF-11), EnGenDer (UNDP/UN Woman), Global Affairs Canada (GAC), Green Climate Fund (GCF), Global Support & Development (GSD), Japan International Cooperation Agency (JICA), the Norwegian Government, the Swiss Government Fund, the United Nations International Children's Emergency Fund (UNICEF), the U.S. Agency for International Development (USAID), the World Bank, and the World Meteorological Organization (WMO).
