State Audit Service of Ukraine

My name is Vladyslav Marushevskyi, and I am an experienced civil servant and an expert in international cooperation, environmental policy, and financial control. I currently serve as the Deputy Head of the State Audit Service of Ukraine. Since September 2024, I have focused on  coordinating cooperation with international institutions, attracting donor assistance, and implementing the Ukraine Facility instrument to strengthen state financial control. I actively participate in negotiations for Ukraine's European integration, particularly in the areas of financial control, public procurement, and regional policy. From 2023 to 2024, I headed the Department for the Implementation of Supervisory Powers
within the Framework of International Agreements. In this role, I oversaw the spending of project beneficiaries under international programs and collaborated with the European Anti-Fraud Office (OLAF).
My professional experience includes working as a regional policy advisor at the United Nations Industrial Development Organization (UNIDO), where I consulted on hazardous waste management projects. I also have extensive experience in senior positions at Ukraine's Ministry of Ecology and Natural Resources, where I was responsible for the European integration strategy and implementation of the association agreement with the EU. I represented Ukraine and several other countries in the region as a Council Member of the Global Environment Facility (GEF) in Washington, D.C., from 2018 to 2020.
I received my education at Taras Shevchenko National University of Kyiv, where I earned a Master’s degree in Economic and Social Geography. I also completed Ph.D. coursework at the National Institute for Strategic Studies. I have numerous international certificates in project management and sustainable development from Ukraine, Singapore, Japan, and Germany to support my qualifications.
I am fluent in English (C2 level) and Ukrainian, and my achievements have been recognized with honors from the Prime Minister of Ukraine, the Chairman of the Verkhovna Rada, and the Minister of Ecology.
