I am currently working on implementing electronic contracts in the ProZorro system for the Ministry of Defense of Ukraine. My professional experience includes over ten years of procurement in government agencies I was responsible for the pilot implementation of the ProZorro system in the Kyiv City Administration, and then for its scaling up in Ukraine as part of the reform team at the Ministry of Economy. The next step was the development and implementation of the Central Procurement Organization in the Ministry of Health and the Ministry of Defense of Ukraine. I led the reform of changes to the collection of requirements(needs), as well as the adaptation of European standards in IT development and the adaptation of national standards in Ukraine based on NATO standards. Initiated the development of risk indicators for the State Audit Service of Ukraine in relation to contracts and their amendments, as well as in monitoring corruption risks. Also, initiated and led the adaptation and implementation of the National Classifier for Medical Devices and its scaling into the ProZorro system for public procurement. I hold a PhD in pharmaceutical science (using medical technology assessment in public procurement), a Master's degree in standardization and specifications, and am also a business economist.
I have served as a trainer for government agencies on public procurement. My research interests focus on further public procurement reforms in the context of economic change and Ukraine's accession to the European Union.
