The course in detail

Overview

This module aims to provide students with a comprehensive and integrated knowledge of the principles, the policies, the rules and the procedures that apply to the procurement of works, goods and services by public entities, governing procurement under public sector projects financed by the major International Financial Institutions (IFIs), with the focus on the specific policies adopted by EBRD

Objectives of the Module

  • Deliver why and how procurement system/function should be designed and how to implement the procurement strategy for public contracts. The module provides participants with insight in all key phases of the procurement cycle (from planning and packaging to the challenges of tendering, tender evaluation and complaints handling, and contract management). Various specific aspects of public procurement such as Value for money in procurement for sustainable development  and procurement under emergency situations (health, natural disasters) are also  covered.
  • Illustrate what is a procurement plan and its main features;
  • Explain which are the possible implementation options for works;
  • Explain which are the main types of works contracts;
  • Define and identify what are the standard procurement procedures for works contracts;
  • Understand which are the crucial factors of works contract management;
  • Understand what is procurement strategy and how to define it;
  • How to design and formulate comprehensive procurement strategy (country, entity, project);

Methodology

The module is based on well-balanced theoretical lectures, interactive practical case discussions and work groups assignments. Lectures contain concepts as well as examples from real life practice. This three-prong methodology provides participants with thorough academic baseline contents, needed for understanding of the critical role of public procurement in governance, as well as, practical real life case studies, discussing critical path to achieve value-for-money principles and enhancing efficiency, transparency and accountability. The methodology also provokes multisectoral contribution, discussion and participation from students regarding the most recent initiatives to address strategic, institutional, technical, legal, financial and operational issues in contemporary Public Procurement practice, and incorporates the recent development in the procurement policies of International Financial Institutions. 

 

Material

The main reference will be the combination and complementary delivery of didactic slides presented in class by the lecturers, exercise and workbooks, practical demonstration and hands-on training in class (Institutional Capacity Assessment), case studies materials both in writing, as well as, verbal and preparatory readings of IFI Public Procurement Policies and Rules, Guidelines, Complaints, as updated on IFI Web sites, as follows:
