El Hamad Bouchra

Lebanon-Ministry of Finance

Bouchra Hamad is a Senior System Analyst and ICT Project Manager at the Lebanese Ministry of Finance; IT visiting instructor and consultant at the Lebanese University; and IT visiting instructor at both New Horizons and Makhzoumi Foundation. Since she joined the Ministry of Finance in 2004 as a Software Developer, Boushra contributed to the in-house analysis and development of various applications covering Archiving Mailing Systems, Payroll, and Salary Audit Applications. Over 10 years in the Ministry of Finance, Boushra worked in Programming, System Analysis and Project Leadership as well as Project Management over a wide array of IT projects. In 2009, Boushra worked on a short-term UN_Habitat Urban Planning project.


Holding a BS degree in Computer Science, Boushra earned her MBA degree in Finance and Accounting in 2009 from the Lebanese University. Furthermore, she earned a, international Master’s degree in Public Procurement Management from the University of Rome Tor Vergata. Both graduate degrees have helped Boushra expand her line of work and research to better understand business, finance, trade and commerce complementing her programming experience at the Ministry of Finance.

In addition to her full-time appointment, Boushra is a trainer and lecturer in the software field in colleges and institutes and NGO’s. In 2015, she became an IT consultant and trainer at the Lebanese University and Techwomen leader and certfied mentor from US Department of state.


On the personal side, Boushra is an active learner eager to acquire new knowledge and an adventurer who does not hesitate to venture into new challenges in quest for fulfilment and achievement.
