Bilal Manal
I am a native of Beirut, Capital of Lebanon, and lived there.
In 2000 having graduated from the Lebanese University in Business Administration, majoring: Accounting & finance, after completion of my License in Business Administration, joined the permanent staff of the Lebanese Ministry of Finance as an Tax Controller, & since 2004 as a Senior Tax Controller, in the Taxpayers’ Services Department, VAT Directorate, at the Lebanese Ministry of Finance.
In 2014 I substitute the Head of Taxpayers’ Services Department for 4 months.
I am responsible for frontline duties and to attend to taxpayers’ general and technical enquiries. This is with the objective of providing excellent customer service while increasing services adoption rate.
Working within committees in order to develop policies and procedures used to execute the directorate's mission that are consistent with the goals of the ministry and are within the guidelines of the government code and other regulations.
Supervising and over viewing the work of a group of tax controllers.
I am a member of the Committee of Bids at the Bids Department in the Central Inspection- Handling bidding processes that are related to public civil administrative departments.
In 2013, I successfully completed a Strategic Procurement Program constitutes an accelerated learning pathway to take part in the CIPS Level 6 Graduate Diploma (MCIPS) which is recognized worldwide as the global standard for top quality procurement professionals.
In 2012, I worked within a committee delivered from the General Directorate of Finance formed by a group of Tax Controllers & Seniors’ Tax Controllers to coordinate with the Port of Beirut and to help them to avoid loopholes that may be exploited by taxpayers to evade the payment of taxes and fees.
Traveling & learning new languages are my favorites hobbies. I speak, read, & write French & English, as well as my native Arabic language.
