Sutherland Shineco

Ministry of Finance and Economic Planning

The academic and professional journey for Shineco Sutherland places her at the intersection of policy-oriented development practitioner and facilitator for the operationalisation of development agendas. Shineco is an Economist from the Multi-island Caribbean state of Saint Vincent and the Grenadines with a thirteen-year career with the Ministry of Finance and Economic Planning. Shineco holds academic qualifications in the following:

  1. Bachelor of Science in Economics and management
  2. Masters’ of Science in International Development (Poverty, Inequality and Development)
  3. Masters’ of Science in International Trade Policy

In her current role as Economist, Shineco’s professional career include experiences with the annual national budgetary process, preparatory work for a new national development plan, economic analyses, Post Disaster Needs Assessments as well as contributions to policy work including the National Strategy for Statistical Development, the National Health Policy and the Climate Change Policy and Action Plan.

Shineco’s career also includes more than ten years of experience with development projects funded by Multinational Development Banks such as the World Bank and the Caribbean Development Bank as well as donors such as the Delegation of the European Union to the Caribbean, in areas including project preparation, negotiation, implementation and post impact assessments.

Shineco has worked with development projects in sectors and thematic areas such as climate change, disaster risk mitigation, post disaster response, human resources development, digital transformation, education, agriculture and tourism.

Shineco has served as a committee member on the Social Development Fund with a local Credit Union and is currently a board member of the Saint Vincent and the Grenadines’ Conservation Fund.
