I am Engineer Khaled Anis Shmait from city of Aley, Lebanon. I hold a Bachelor Degree in Civil Engineering from the American University of Beirut (AUB), Master Degree of Engineering, Major Public Works (PUWO) from Beirut Arab University (BAU) and in the First Year of PhD of Engineering, Major Public Works (PUWO) at BAU.

Joined the public sector as a Contractual Engineer at the Directorate of Geographic Affairs, Lebanese Army, Ministry of Defense after which I moved to another Public Sector the Ministry of Public Works and Transport (MPWT) where I have been named to be the Head of Execution Department at the Department of Roads. Within my duties at the Ministry is the consultancy on the implementation of all the contracts of Works and Services to ensure that these contracts comply with the Lebanese Public Procurement Law and to be delivered accordingly to the Local and International Codes.

Formerly, I was a member of Committee Tenders at the Tenders Department in the Central Inspection and lately a member of Tender Committee at MPWT.

As a trainer of the Public Procurement Law at the Institute des Finances Basil Fuleihan (IOF) – Lebanon, I went deep in the field of Public Procurement and joined the International Certification Program in Strategic Public Procurement for Lebanese officials which was launched in collaboration with the University of Rome Tor Vergata (URTV) where I was invited to a study visit to Rome and had the opportunity to attend the 2024 Global Procurement Conference organized by the University of Rome Tor Vergata and after coming back to Lebanon I started to learn the Italian Language.

The main objectives of participating in the IMPPM is to enhance, strengthen and enrich my professional experience in public procurement to be more effective, contribute to building a better tomorrow and serve the public sector and Lebanese community in a professional way.
