Ashqar Ameed

Head of promotion and awards section, Personnel Directorate, Lebanese Army Forces

I hold a BA in Accounting and Finance and another in Marketing. I also have 2 MBAs: Flexible Management and Digital Transformation, and currently pursuing my DBA as well. In addition, I participated in several courses domestically and abroad covering Public Procurement, Anti-Corruption, Governance, and Defense Management.

With more than 25 years of experience in the military sector, I am currently responsible for the promotions and awards of the Lebanese military personnel. During my journey within the public sector, my duties included command of logistics and procurement operations. Being at the headquarters of the armed forces, strategic decision-making process is part of my daily routine, and one of the several committees I am a member of is commissioned to modernize the logistics within the armed forces, including public procurement.

In my opinion, public procurement is the cornerstone for an efficient and effective public sector, and such a strategic importance require mutual responsibilities within the top management in order to attain optimal results, especially in a country facing unprecedented dire situations like Lebanon.

I am participating at the challenging IMPPM program in order to upgrade my competences with the latest international best practices. Such knowledge will provide me with the sufficient knowledge to elevate the country’s public sector. With the consolidation of all Lebanese IMPPM alumni and subject matter experts, I am full of hope that in the near future Lebanon would be a best practice model
