Delrene Liverpool-Young is a distinguished legal professional and the Corporate Secretary of the Board of the Office of Procurement Regulation of Trinidad and Tobago. Her leadership has been pivotal in advancing corporate governance, compliance initiatives, and in providing critical legal advice to the Board, its Committees, and Senior Management. Delrene's tenure is notable for her significant contributions to ethical standards in public procurement, including the development of a code of ethics for public procurement practitioners and for suppliers and contractors engaging with the Government of Trinidad and Tobago. She has also been instrumental in navigating organizational transitions, enhancing governance standards, and fostering stakeholder relationships, both locally and internationally.
With a rich background in International Environmental Law, Oil & Gas Law, and policy drafting, Delrene has played an instrumental role in crafting key policy documents such as “Jamaica’s Ocean and Coastal Zone Policy” and conducting analytical work in the “Energy Cluster Mapping and Value Chain Analysis of the Energy Sector of Trinidad and Tobago.” Her legal expertise spans across Public Procurement Law, Public Interest Law, Real Property Law, and Corporate Governance and Commercial Law. Delrene has held significant positions at the Office of the Parliament of the Republic of Trinidad and Tobago, the Ministry of Water, Land, Environment and Climate Change (Jamaica), Allum Chambers (Trinidad), and Rand Law LCC (Florida), where her research supported Harvard Law lecturers and contributed to landmark cases, impacting national narratives significantly.
Delrene's role in "The Regional Initiative to Fast-Track UNCAC Implementation in the Caribbean" underscores her commitment to strengthening anti-corruption legislation and fostering transparency within governmental and private sectors in Trinidad and Tobago and Belize. Her leadership extended to serving as the President of the Hugh Wooding Law School's Student Representative Council, as In-Country Legal Researcher for the International Development Law Organization (IDLO), and as the International Affairs Chairperson for the Cave Hill Campus Guild of Students. Currently, as the Head of Legal for the Center for Nonviolence, Research, and Development in Trinidad and Tobago, Delrene continues her advocacy work, demonstrating a deep commitment to justice and supporting those in need.
