Sifundza Thulile
Thulile is a Training and Development Specialist with over 12 years’ professional experience in designing and implementing capacity development programmes within diverse sector organizations. She has over 7 years’ experience public procurement and she currently leads the Agency’s Capacity Building & Advisory Department which is responsible for implementing Section 10(d) of the Public Procurement Act of 2011. Her role entails designing and implementing procurement capacity development programmes using evidence-based interventions for procurement skills development and enhancement for Procurement Practitioners within both public and private sectors, professionalization of the public procurement system and using change management methodologies to drive the adoption of the country’s public procurement reform agenda. She has strong knowledge of the public procurement legal framework, public procurement processes and methods and best practices. Her expertise in public procurement has seen her being appointed Chairperson of the Electronic Government Procurement Planning and Implementation Project (ESPPRA) Committee between 2018 to 2020 leading the committee towards successful development of the country’s e-GP Strategy and she also currently serves as Chairperson of the ESPPRA Entity Tender Board.
