Joseph was born on December 21, 1970 in Kfarabida (LEBANON). He got the Master Degree of Engineering in Electronics in 2013 at university of CNAM (Centre National des art et Metier) Lebanon, Technical Bachelor in Telecommunications in 2006 (General Directorate of Professional and Technical Education in Lebanon), and Technical Senior in Electronics (General Directorate of Professional and Technical Education in Lebanon), also, joseph passed the exam (96/100) of the new Public Procurement Law in Lebanon where it became effective on July 2022.

He started working at the Ministry of Telecommunications very early since 1992 as a technical expert, joseph joined the Ministry Team in 2007, has risen to the rank of a senior expert in the procurement field, has occupied the position of an observer/Ministry’s representative for all technical and operational RFP/RFQs elaborated by the two Mobile Operators.

In a nutshell, joseph recently study all the RFP documents and the assessment of both technical and commercial results.

His main hobby is walking, swimming and reading.
