I am currently serving as Chief Procurement and Financial Management Officer of the International Fund for Agricultural Development (IFAD) in the Procurement and Financial Management (PFM) Division, based in Rome, Italy. IFAD's recently formed PFM Division develops and oversees fiduciary policies for IFAD's projects including procurement, financial reporting, project audit, project liquidity management, and overall fiduciary oversight.

Before joining IFAD in this capacity, since my retirement from the World Bank (the Bank), I have been a consultant for the Bank, the IADB, AIIB, ADB, and IFAD on a broad range of procurement policy, risk management and organizational aspects and major private sector companies on related business aspects. I have over 34 years of experience specializing in all aspects of public sector procurement including almost 26 years in management and leadership positions at the Bank.

Until November 30, 2023, I was the Bank’s Chief Procurement Officer, a position I held for almost 6 years leading procurement policy development, strategy, and implementation. Previously, I served as Manager of the Procurement Policy Unit, where I led the rolling out of a major procurement reform, as a Practice Manager in the Governance Global Practice, and as the Regional Procurement Manager for the East Asia and Pacific and the Latin America and Caribbean Regions of the Bank.

Prior to joining the Bank in 1998, I was Projects Director and later Vice President of an international consulting firm based in Washington, D.C. providing procurement advisory services to Multilateral Development Banks, countries, and the private sector, and have previous international banking experience.

I have been a member of the adjunct faculty at American University Washington College of Law in Washington, D.C., from 1992 to 2004, teaching international contracts and international procurement law and am a current member of the Scientific Committee of the International master’s in Public Procurement Management and the Strategic Committee of the bachelor’s degree in Global Governance at Tor Vergata University in Rome. I am also a Management Board’s member of FIDIC Credentialing Limited (FCL).
