Roger Bickerstaff is a partner at Bird & Bird in London, Dublin and San Francisco. He specializes in all aspects of Tech and EU procurement law. His project work focuses on large-scale infrastructure contracts, including contract negotiation and procurement procedures, contract management issues and dispute resolution.
Roger has over 20 years' experience of advising on commercial and procurement law matters relating to large-scale IT projects. This wealth of experience means that he understands the issues that arise in major projects and can provide the solutions to resolve these issues. He also advises scientific institutions, particularly on the establishment of European level scientific bodies. He worked in the set-up of PRACE, the European level super-computing entity and has advised EMSO (European Multi-Disciplinary Seafloor Observatories) and EMBRC (European Marine Biological Resource Centre) on their establishment as ERICS (European Research Infrastructure Consortium).
He regularly publishes and speaks on a variety of IT law and public procurement topics. He is an Honorary Professor at Nottingham University on Procurement Law as well as a teacher of the IMPPM course.
He is an ex- Chairman of the UK Society for Computers of Law and an ex-President of the International Federation of Computer Law Associations. He sits on the Editorial Board of the Public Procurement Law Review.
