Module 6 - Digital Procurement
Overview
The module aimed at giving the students an understanding of the policies and legal framework associated with the procurement of digital infrastructures, including the implementation and operation of eProcurement. It seeks to provide an understanding of the public procurement of ICT, including the legal and ethical issues associated with the procurement of novel ICT technologies, such as artificial intelligence; and to review the opportunities and challenges associated with increased procurement transparency. The module also wants to give a practical understanding of issues associated with the implementation of eProcurement systems in practice, some emerging standardization arrangements and to provide an understanding of the governance structures that can be used to effectively implement eProcurement.
Objectives of the Module
- Illustrate the changes and challenges introduced by new Directives of the European Union in the field of e-procurement;
- Illustrate the different phases of the electronic public procurement life cycle;
- Illustrate the main electronic public procurement business models;
- Definition of key performance indicators (KPIs).
Methodology
The module is based on theoretical lectures, practical case discussion and work groups. Lectures will contain concepts as well as well as examples.
Material
The main reference will be the slides presented in class by the lecturers, case studies materials and readings.
