This online module is designed to tackle with the “emergency issues” which can arise when dealing with fragile contexts and fragile actors like SMEs. More deeply this module aims to equip students with the tools and knowledge needed to face challenges in regions or situations characterized by political instability, conflicts, natural disasters, social tensions, past and current discriminations and all other forms of emergencies.

The course in detail

Overview

Within fragile contexts, procurers have to undertake unique tasks and for this reason they need to acquire a deep knowledge which allows them to cope with specific risks requiring tailored choices and actions. Similarly, when dealing with fragile actors, like SMEs, minority-owned firms, previously discriminated firms, techniques to level the palying field for competition to be fair are needed to be studied and their impact evaluated.

Especially in the case of emergencies and for those fragile actors, procurement represents a crucial and vital activity which helps to ensure that necessary goods and services are obtained in an efficient and accountable manner, but with a focus on fair and equitable outcomes, while also mitigating the specific risks associated with operating in such environments.

Objectives of the Module

At the end of this course participants will be better equipped to manage procurement activities in fragile contexts, emergency situations and that require dealing with fragile actors. They will be able to formulate emergency procurement plans, proper preference schemes and implement adequate procurement actions.

Methodology

The module is based on online lectures both on theory and practical examples. Participation and interaction with the lecturer and with other classmates is also encouraged. Work groups and case discussions will be developed during the course.
