Module 10 - Green Procurement
Overview
The module aims at providing an introduction to market failures related to environmental problems, together with an idea of the available policy instruments for State intervention. On the basis of this methodological part, Green Public Procurement will be assessed as an environmental policy tool.
Objectives of the Module
- Green Public Procurement (GPP) as an environmental policy tool;
- Life cycle costing and its purpose/value in public procurement (definition, legal requirements and purpose);
- Illustrates different sources of market failure which are relevant for environmental problems and the main policy tools will be assessed according to the main relevant properties;
- Describe what is green public procurements (GPP), its main drivers and befits, the main drawbacks experienced by public officers, and how a green tender can be designed according to the European legislation;
- Explore the connections between green procurement, management tools, sustainability and environmental policy instruments;
- Describe he importance of public procurement for a sustainable and resilient post COVID 19 recovery;
Methodology
The module is based on theoretical lectures, practical case discussion and work groups. Lectures will contain concepts as well as well as examples.
Material
The main reference will be the slides presented in class by the lecturers, case studies materials and readings.
