International Certification Program in Strategic Public Procurement for Lebanese officials

PROGRAM OBJECTIVE

The program is designed to equip participants with essential knowledge regarding the strategic importance of public procurement, its functions, and procedures. The emphasis is on ensuring value for money and compliance with national, EU, and international procurement regulations. The program is intended to serve as a catalyst for the implementation of the Public Procurement Law no.244/2021 in Lebanon, in line with international standards and good practices.

PROGRAM STRUCTURE

Training delivery

  • The program is composed of high-level training courses designed to enhance the skills and knowledge of selected procurement officials. It is built on 50 hours of immersive learning experience spread over 5 weeks between May and June 2024.
  • Participants have to expect a balanced and manageable workload of a 10-hour training distributed over 2 days per week.
  • Participants have to undertake the certification exam following the training courses.

Work-based assignment

  • After the training, participants have to complete and submit a work-based assignment.

Study visit to Rome

  • Top achievers will be invited to a study visit to Rome where they will have the opportunity to attend the 2024 Global Procurement Conference organized by the University of Rome Tor Vergata.


TOPICS

  1. Public Procurement Law 244 – Arabic      (10 hours)

Explore Lebanon’s new Public Procurement Law (PPL) 244/2021, understanding its principles and provisions for achieving governmental policy objectives.

  1. International Public Procurement Regulations (UNCITRAL, OECD, EU, WTO/GPA) (10 hours)

Grasp global perspectives on regulations, principles, and practices governing public procurement from UNCITRAL, WTO/GPA, OECD, and EU.

  1. Integrity and Anti-Corruption in Public Procurement               (10 hours)

Network and exchange experiences on anti-corruption policies, ethical considerations, and beneficial ownership transparency in public procurement.

  1. Sustainable Public Procurement   (10 hours)

Explore the strategic role of public procurement in economic growth, environmental protection, and social inclusion, aligning with SDG 12.7.1.

  1. Handling Complaints in Public Procurement   (10 hours)

Stay current on effective complaint handling mechanisms, enhancing efficiency and trust in public procurement, while understanding key player roles.



ASSESSMENT

The assessment is designed to drive participant motivation for learning and engagement with experts and peers through:

  1. Multiple-choice Exam at the end of each training module
  2. Work-based Assignment: a written essay based on a work-related case study
  3. Attendance and active course participation


BENEFICIARIES

Target Audience

  • Procurement practitioners and specialists seeking to upgrade their knowledge and skills in strategic public procurement.                                

Prerequisites

  • 5 to 10 years’ experience in areas related to public procurement (such as public finance, audit, accounting, engineering, etc).
  • Proven work experience of at least 3 years in public procurement, preferably in managing teams.
  • University degree or equivalent in any of the fields related to public procurement (economics and finance, business management, accounting, law, engineering, information and technology, political science and administration, etc).
  • Working knowledge of English.
  • Willingness to sit for an entrance and final examination.
  • Shall not be a holder of the IMPPM diploma delivered by the University of Rome Tor Vergata.

PARTNERS

The certification program is built on the expertise of:

University of Rome Tor Vergata - Italy 

The University of Rome Tor Vergata (URTV), and particularly its School of Economics, has activated 5 different levels of postgraduate Master programs in Italian and English. In 2013, the URTV, after many years of experience with the support of MAECI and EBRD, launched the International Master in Public Procurement Management (IMPPM), fully dedicated to public procurement buyers across the world. The IMPPM is a full-time advanced program, lasting one year and structured with in-person lessons, distance learning, and a mandatory internship. The main objective of the IMPPM is to train public officials from foreign countries operating in the procurement sector to enhance the professionalization of the public procurement function and strengthen public finance management across countries. The URTV organizes the “Global Procurement Conference”, a two-day conference for procurement professionals and academics from all over the world.  In parallel, an Executive Master in Public Procurement Management was launched in Rome to appeal directly to expert public procurers engaged in reforming their organization.

 

Institut des Finances Basil Fuleihan - Lebanon (www.institutdesfinances.gov.lb)

The Institut des Finances Basil Fuleihan is a center of excellence specialized in Public Financial Management and Governance, founded in 1996. The Institute has led and accompanied a wide number of public finance reform initiatives in Lebanon (in public procurement, fiscal transparency, taxation, customs, land management, etc.) through policy research and advice, capacity development, coaching, advocacy and coalition building. It has a multi-year high-level technical expertise and specialization in public procurement in Lebanon and the MENA region. The Institute also serves as a platform for regional cooperation as it hosts the Secretariat of the GIFT-MENA network of civil service training schools and is a regional training center for the World Customs Organization (WCO).

 

With the support of the Government of Italy
