I come from Latvia. I am Head of the Control Department of the Procurement Monitoring Bureau of Latvia. I have been working at the Procurement Monitoring Bureau since 2003. As Head of the Department I was responsible for creating the ex-ante and ex-post checks system of public procurement procedures within EU funded projects. My main responsibilities include control of public procurement procedures, providing methodological support to other institutions and also examination of complaints according to the EU Remedies Directive. I also have to provide trainings about the national procurement system, most common infringements and experience with the European Commission auditors. My previous position was Deputy Head of the Methodology Department, Head of the Division of Legislation and European Affairs with such responsibilities as analyzing the judgments of the European Court of Justice, transposition of EU Directives into national legislation, law drafting and methodological support.
In 2001 I earned a professional Law degree and later I graduated with two Master’s degrees – in Law and in Business Administration. As I have to solve many important public procurement issues (both at national and international level) within my responsibilities at work, I am highly motivated to enhance my knowledge through this comprehensive academic Master program.
