Tuloberdi Isaev was born in Bishkek, Kyrgyzstan. I graduated People’s Friendship University of Russia in Moscow on faculty of Economics. My first working experience was an internship in Ministry of Finance of Kyrgyz Republic in Capital Investments Unit. Since 2014 I am working in Public Procurement Department under the Ministry of Finance of the Kyrgyz Republic in Complaint Review section.

During the International Master in Public Procurement Management I have obtained deep knowledge and broader view on Public Procurement system. I am sure that this knowledge will address my activity to new goals. Within this Master I was very happy to become acquainted with interesting, nice and professional people. I want to express my gratitude to all the organizers of this Master for the chance to have a great time in Rome and study the best practices in the field of Public Procurement.
