Mokhnia Mykhailo
Mykhailo Mokhnia is a specialist in public procurement, law, and construction. Since March 2025,he has held the position of Head of the Division for Regulation of State Procuring Entities in the Defense Sector of the Department of Public Procurement and Competition Policy of the Ministry of Economy, Environment, and Agriculture of Ukraine. His responsibilities include regulating defense procurement, developing draft regulations, analyzing the functioning of the defense procurement system, processing requests from government agencies and citizens, and harmonizing Ukrainian procurement legislation with EU law. Prior to that, he held management positions in the field of procurement and financial issues, in particular: Head of the Public Procurement Department at a private construction company (2021–2023), Deputy Head of Financial Issues at the Infrastructure Restoration and Development Service in Zakarpattia Oblast (2020–2021), Head of the Tender Procedures and Contracts Department of the same institution (2017–2020). He began his career as a lawyer in the private sector. Education: Uzhhorod National University (2008–2013), major in Law, qualification lawyer, law teacher; Lviv Polytechnic National University (2019–2020), Master's degree in Construction and Civil Engineering, educational program “Motorways and Airports.”
