Capacity Building for Ukrainian Procurement Professionals Info
PROGRAM OBJECTIVE
Building further on the reputation established by the IMPPM programme, the University of Rome Tor Vergata (URTV) is launching a new programme in collaboration with the Ukraine’s State University of Trade and Economics (SUTE) to support the work of capacity building in Ukraine with a dedicated Master programme in public procurement management. The project, supported by the European Bank for Reconstruction and Development (EBRD) with the collaboration of the European Investment Bank (EIB), aims at equipping Ukraine's public officials with the necessary knowledge on the strategic importance of public procurement, its functions and procedures, ensuring sustainable value for money and compliance with national and international procurement regulations. The programme is intended to also focus on international good practices in public procurement, with customised content adapted to Ukrainian latest developments and the subsequent reconstruction needs.

Target Audience
The proposed joint IMPPM programme has been designed to be open to established managers of public procurement authorities and other major public entities in Ukraine
PREREQUISITES
Minimum admission requirements:
- A recognised magistralis degree (Master or Specialist degree).
- Preference will be given to students 40 years old or younger.
- Previous work experience in procurement (whether within the current position or not) of at least 4 full-time years.
- Proficiency in English
DETAILS OF THE MASTERS PROGRAMME
The joint Master will consist of 2 degrees obtained in both universities:
URTV: The IMPPM Master will be implemented virtually online and has an overall duration of 12 calendar months with online lectures on 3 days per week.
SUTE: additional 6 months of in presence classes in Kiev and on-line lectures
PROGRAMME STRUCTURE
URTV programme
The programme consists of a preparatory module, which will be done using the Master dedicated Moodle Platform, 13 online modules, following a traditional learning approach, an internship period, a final module and a final thesis.
Attendance of all modules is compulsory. The mandatory attendance is due to the shape of the training activities, which entail practical sessions and knowledge sharing based on individual personal experiences.
The 13 online modules will last 30 hours each and will be:
- Negotiation and Team Building
- Legal Background
- Economics of Procurement
- Competition and Procurement
- Planning and Management of Procurement Operations
- Digital Procurement
- Sustainable Procurement
- IFI’s Procurement
- Contract Complaints and Disputes
- Integrity and Anticorruption in Public Procurement
- Law and Economics of Public and Private Partnership
- Social vs. Innovative Procurement
- Strategic Procurement and Quality Management
The final module is on Procurement in Fragile contexts.
Exams
At the end of each module students must take the relative exam to verify the acquisition of skills.
The assessment is designed to drive student motivation for learning and engagement with experts and peers through:
- Multiple-choice or brief essay Exam at the end of each module
- Work-based Assignment: a written essay based on a work-related case study
- Attendance and active course participation
Internship
Each student must be involved in a stage project within his/her own organisation in which he/she puts in practice what has been learnt and during which the student has to write and complete the essay for the final dissertation.
Final Dissertation
At the end of this Master’s programme, students must submit and defend in presence a Master Thesis paper, which will be part of the final assessment. The final dissertation should be a case study on procurement issues related to their own organisation or country.

SUTE programme
The SUTE Master will be implemented virtually offline.
Part 1: has a duration of 2 months and will be delivered in Kyiv by the SUTE lecturers.
Part 2: consists of 4 months of compulsory job training activity, research and writing of the final individual project. After the end of practical training, the final project will be presented and defended (a 15-minute presentation) to the panel of SUTE lecturers.
SUTE will recognise the IMPPM Master course content with the addition of:
- Lectures on public procurement topic with focus on Ukrainian context:

- Industrial Organisation
- National Procurement Regulations
- National Recovery Strategies
- Practical training, which includes the preparation and presentation of an individual project at the student’s home organisation
- Each participant will develop an individual project to improve their organisation's procurement process. The purpose of the project is to investigate the problematic phenomena of the organisation's procurement activity and offer a qualified systemic solution.
The target structure of the final project includes:
- Analysis of the situation
- Model of business processes of the organization
- Identified problems and shortcomings of the system
- Proposed improvement measures
- Order of action
- Conclusions
