Capacity Building for Ukrainian Procurement Professionals
Launch of the Master's Program in Public Procurement Management for Ukrainian Officials, jointly delivered by the University of Rome Tor Vergata and Kyiv’s SUTE University
The Italian Embassy in Ukraine participated in the inauguration ceremony of the Master's Program in Public Procurement Management, jointly organized by the University of Rome Tor Vergata and the National University of Economics and Trade (SUTE) in Kyiv. The Master’s program, generously funded by the European Bank for Reconstruction and Development and the European Investment Bank, will train 30 representatives from Ukrainian contracting authorities each year to manage international resources allocated for the country's reconstruction.
“We are particularly proud that the expertise of a leading academic institution such as Rome Tor Vergata is contributing to strengthening the capabilities of Ukraine's Government, local authorities, and public enterprises in developing efficient procurement processes and implementing reconstruction projects financed by international donors,” said Ambassador Carlo Formosa in his message. “Solidly functioning public institutions and a firm commitment to fighting corruption are essential elements for maintaining and fostering the trust of Ukraine's partners. Next year, Italy will play a leading role in driving international support for Kyiv, as we will host the Rome Reconstruction Conference on July 10-11, 2025 — an event that will catalyze public and private resources for recovery,” he added.
Among the students in this first edition of the Master's program are officials from the Ministries of Economy and Infrastructure, regional and municipal governments, as well as executives from public enterprises in the energy, railway, and postal sectors.
The Master's Program in Public Procurement Management for Ukrainian officials represents a key extension of the long-established IMPPM (International Master in Public Procurement Management) program, now in its 13th edition, delivered by the University of Rome Tor Vergata in collaboration with leading international academic and public sector partners. The IMPPM has been recognized for its contribution to advancing procurement excellence. This special version of the Master’s, designed for Ukraine’s reconstruction efforts, builds on the solid foundation established by the IMPPM, which has been training public procurement professionals globally for over a decade.
