The module includes the public procurement strategy starting with the strategic goals according to EU regulations and contributing with strategy process and strategy content in the public context. The module outlines the role that public procurement plays in the economic arena and the strategic interactions with the small and medium enterprises according to their role in the economy. A special focus is given to enhanced approaches oriented to co-design public services provision with the users according to the concept of creating value for citizens.

Objectives of Module 9:

i. public procurement strategy and strategic goals according to EU regulations;
ii. strategy process and strategy content in the public context;
iii. organizational issues and public procurement;
iv. analyze strategic participation of SMEs to public procurement;
v. illustrate the relevant policy actions undertaken by public procurement for supporting SMEs;
vi. illustrate the theoretical framework for procuring public services;
vii. analyze the concept of customer value and public procurement co-design.
